ECIDA Incentives & Financing

The Essex County IDA has a variety of financing opportunities available. The ECIDA also partners with New York State and other Regional development organizations to secure additional resources. Revolving Business Loan Program

The primary objectives of the Program are to facilitate the start up, expansion, and retention of business activity within Essex County, create employment opportunities, and expand the County’s industrial and commercial tax base.

Eligible Business: business activity must be located in Essex County and its type must be Manufacturing, Retail, or Other (including transportation, utilities, communications, construction, wholesale distribution, agriculture, forestry, accommodations, recreation, food & beverage, art/craft, and professional services).

Minimum Loan Amount: $10,000.

Rural Development Community Loan Program

The Essex County IDA – USDA Rural Development Community Loan Program was created to provide financing to support the startup and growth of small businesses that are creating and/or retaining jobs in the County. The loan fund provides financing to businesses that are unable to obtain full conventional bank financing. This is an Equal Opportunity Program.

Eligible Business: For Profit businesses that will employ 50 or fewer employees and has less than $1 million in projected revenue.

Minimum Loan Amount: $10,000.

Bond Program

Companies with strong financial positions and proposing projects that create jobs and invest capital in Essex County may be eligible for industrial revenue bond financing. Negotiable, tax exempt or taxable bonds and notes are available through the Essex County IDA to finance acquisition, construction, or reconstruction of manufacturing, warehousing, research, commercial, industrial, and pollution control projects.

Tax Abatement Programs

The Essex County IDA, in accordance with General Municipal Law Section S874 is exempt from real property, sales and mortgage taxes. By obtaining a passive interest in the property title of economic development projects, the Essex County IDA can confer on those projects the advantages of such tax abatements, thereby enhancing the projects’ ability to provide a positive impact to the economy of the County and the residents thereof.

The Regional Approach

North Country Regional Economic Development Council (NCREDC) is dedicated to economic development in Clinton, Essex, Franklin, Hamilton, Jefferson, Lewis, and St. Lawrence counties.

Regional Economic Development Council initiative (REDC), of which NCREDC is a part, is a key component of Governor Andrew M. Cuomo’s transformative approach to State investment and economic development. In 2011, Governor Cuomo established 10 Regional Councils to develop long-term strategic plans for economic growth for their regions. The Councils are public-private partnerships made up of local experts and stakeholders from business, academia, local government, and non-governmental organizations.
